The map below shows cumulative rain totals from the next 3 systems over the coming 10 days. We outline these below.We have high pressure off to the west this morning, and are still dealing with some lingering rains in far eastern parts of the state. Those will move out and that high will slowly track into NW Ohio into this afternoon. This high will bring cooler air today, even with sunshine, but on the backside tomorrow, south winds should allow for some minor moderation. However, our thoughts from last week of temps potentially getting above normal are long gone, and a move back to normal will be about all we can do. Either way, sun the next two days will feel better than the dreary close to the weekend, or even the start to the day today in the east.Our next system arrives Wednesday afternoon and lingers through Wednesday overnight. It will bring some moisture with it, but not a huge amount. We are looking for that front to bring .05”-.3” over about 60% of the state. There can be some lingering light action past sunset Thursday morning in the east. But, this event looks to be losing its punch as it moves east. Our best precipitation develops near sunset Wednesday night over central Ohio.We should move back to some drier weather to finish Thursday and for the start of Friday. However, we have a much stronger frontal complex on the way to finish the week and start the weekend. Clouds will increase late Friday afternoon and light rains start by midnight Friday night. The rains intensify into Saturday morning and midday, with the potential for thunderstorms, particularly north and west Saturday afternoon. Rains will be the heaviest from mid-morning through sunset Saturday night over the state. All told, we like rains of .25”-.75” over 100% of the state, and we won’t rule out a push toward 1” in spots in far NW Ohio. Winds will become very gusty Saturday afternoon as well, likely averaging 15-30 mph, and those winds hold into Sunday.Weather condition go drier for Sunday and Monday, although Sunday we may be stuck with some lingering clouds over a large part of the state. Colder air comes in behind that system on the aforementioned strong northwest winds, and your coldest day will be Sunday.Clouds start to push back into the state next Tuesday ahead of another fast moving low coming up from the southwest. Rains may not start in earnest until midday Tuesday or even Tuesday afternoon, but will continue through the overnight and into Wednesday mid-morning. The rains are expected to total .05”-.5” over about 80% of the state. We do not expect enough drying for field work ahead of this event, and so these rains will just add to the delays as we move toward Thanksgiving. We should be dry for the balance of next Wednesday afternoon.For the extended period, we look to start it off dry for Thanksgiving Day itself. However the cause for this dryness on Thanksgiving Day will be a strong upper level, Canadian high diving into the eastern part of the US, which means we can see temps below normal with a cold shot for Thanksgiving Day. At this time, we are not going to talk this up as a massive cold shot, but will watch the evolution of the high and its track southeast. On the backside of the high we can see minor threat of precipitation for late on Black Friday (24th) into the 25th. Moisture totals do not look impressive, but we will keep an eye out for a few hundredths to a tenth or two over about 60% of the state.last_img read more

Corpus Christi Gets USD 59 Mn for Ship Channel Deepening

first_imgzoomImage Courtesy: Port of Corpus Christi The Port of Corpus Christi has secured an additional USD 59 million in funding for the Corpus Christi Ship Channel Improvement Project (CIP).The funding, unveiled in U.S. Army Corps of Engineers’ Fiscal Year 2019 Work Plan, brings the total Federal appropriations for the project to USD 95 million.The estimated CIP cost is USD 360 million, of which the federal government is responsible for USD 230 million, while the Port of Corpus Christi is responsible for the remaining USD 130 million. To date, the Port of Corpus Christi has transferred USD 78 million of its own funds to the USACE, bringing the total CIP funding level to USD 173 million.“The inclusion of additional Work Plan funds is yet another significant milestone toward the United States becoming a net exporter of its energy production,” said Sean Strawbridge, Chief Executive Officer for the Port of Corpus Christi.“Widening and deepening the Corpus Christi Ship Channel is a mathematical certainty. Energy markets are taking notice as the majority of incremental U.S. energy production is coming to Corpus Christi and ultimately to the global markets. We expect over two to three million barrels per day of new crude production coming our way, and our energy producing and marketing customers know we are building out all the necessary infrastructure to handle these new volumes, safely and responsibly.”The USACE Fiscal Year 2019 Work Plan also provided funds for the Charleston Harbor Deepening Project and the Jacksonville Harbor deep draft navigation project. Czech government office stops using Huawei mobile phones

first_imgPRAGUE, Czech Republic — The Czech Republic’s prime minister has ordered his government office to stop using mobile phones by Chinese telecoms company Huawei.Tuesday’s announcement by Prime Minister Andrej Babis comes a day after the country’s National Cyber and Information Security Agency warned that the hardware and software made by Huawei and another Chinese telecommunications company, ZTE, pose a security threat.Huawei has denied the allegations.The Industry and Trade ministry immediately said it would do the same and other government ministries that use Huawei products are likely to follow suit.Huawei has become the target of U.S. security concerns because of its ties to the Chinese government. first_imgNew Delhi: Disclosure of highly confidential information like deliberations of collegium in appointing or elevating judges under the transparency law would be “deleterious to functioning” of the judiciary, the Supreme Court was told by its registry on Wednesday.A five-judge Constitution bench headed by Chief Justice Ranjan Gogoi commenced hearing on three appeals filed in 2010 by Secretary General of the Supreme Court and the Central Public Information officer of the apex court against the Delhi High Court order holding that the CJI’s office comes under the ambit of the Right to Information Act. Also Read – Uddhav bats for ‘Sena CM’Attorney General K K Venugopal, representing Supreme Court’s Secretary General, referred to the high court orders and said that first case pertained to Central Information Commission’s direction to reveal deliberations of collegium and its communications with the government on the issue of appointments of former judges H L Dattu, R M Lodha and A Ganguly in the top court in supersession of Justices A P Shah, A K Patnaik and V K Gupta. The law officer said the second case pertained to CIC’s direction on disclosure of personal assets by apex court judges. The third one was related to direction to the CPIO of the apex court to disclose the information under RTI about alleged action of a Union minister who attempted to influence a Madras HC judge. He also said though the details of assets of judges constituted personal information and are covered under right to privacy, they may be provided in “larger public interest”. He, however, supported the disclosure of information with regard to attempt of the minister to influence the Madras High Court judge. “Disclosure of such highly confidential information will be deleterious to the functioning of the judiciary,” Venugopal told the bench which also comprised Justices N V Ramana, D Y Chandrachud, Deepak Gupta and Sanjiv Khanna. Disclosure of deliberations of collegium in appointing or overlooking senior judges would open “pandora’s box” and this would adversely affect the independence of judiciary, the Attorney General said. “There is a possibility of people making frivolous complaints once a judge is sought to be elevated or a lawyer is considered for the appointment as a judge. Adverse remarks are invited just because he is sought to be elevated,” he said. He said what if an advocate, who has not applied, is being considered for appointment as a judge by collegium which later deicides not to appoint him. In that condition, if adverse findings against him were made public under the RTI, it would “ruin” his reputation, career and would result in ostracisation of his family. He said that judges perform Constitutional function as collegium members and hold “free and frank” discussions on elevation and appointment of judges and their deliberations cannot be made public as it would breach their “privilege and fiduciary” position. A High Court judge, who has been overlooked and superseded by others, would not be able function independently if the reasons for the non-elevation were made public to a third unconnected party, he said. “At this point, he (the judge who has been overlooked) is humiliated. There will be a IB report against. How can this person discharge his functions with full independence. Therefore, independence of judiciary is affected… “The public loses confidence in him, clients lose confidence with him. He is completely isolated if adverse reports of IB is put in public. That is why this should be kept in utmost confidence,” he said. Manning gained an impressive average of 8.4 yards per attempt, but Aaron Rodgers gained an average of 9.2.
